Air carriers

An air carrier is a company that offers commercial flight services. These services can include the transportation of passengers, cargo, or both. Air carriers operate aircraft to provide these services and must hold the necessary licenses and certifications issued by national and international aviation authorities.
 

Only regulated agents (RegB) and regulated suppliers (RegL) are permitted to deliver directly to an aircraft.
 

  • Regulated Agents (RegB): Responsible for the secure transportation, storage, and handling of air cargo, they are allowed to deliver cargo directly to the aircraft.

  • Regulated Suppliers (RegL): Responsible for providing in-flight supplies and other materials, they are allowed to deliver these directly to the aircraft.

The following training may be required for air carriers:

  • Training for security managers (in accordance with Chapter 11.2.5 of Regulation (EU) 2015/1998)

  • Training of persons with unsupervised access to identifiable air cargo and mail to which the required security controls have been applied and persons implementing security controls for air cargo and mail other than screening (in accordance with Chapter 11.2.3.9 of Regulation (EU) 2015/1998)

  • Training of persons implementing security controls for air carrier mail and materials, in-flight supplies and airport supplies other than screening (in accordance with Chapter 11.2.3.10 of Regulation (EU) 2015/1998)

  • General security awareness training (in accordance with Chapter 11.2.7 of Regulation (EU) 2015/1998)

  • Training of persons implementing screening of air carrier mail and materials, in-flight supplies and airport supplies (in accordance with Chapter 11.2.3.3 of Regulation (EU) 2015/1998)

  • Training of persons implementing baggage reconciliation (in accordance with Chapter 11.2.3.8 of Regulation (EU) 2015/1998)

  • Training of persons implementing aircraft security searches (in accordance with Chapter 11.2.3.6 of Regulation (EU) 2015/1998)

  • Training of persons implementing aircraft protection (in accordance with Chapter 11.2.3.7 of Regulation (EU) 2015/1998)
     

Our trainers, approved by the Federal Aviation Authority (Luftfahrtbundesamt), will train your security managers and employees in compliance with EU regulations and approval requirements.
 

Note: Regulation (EU) 2015/1998 mandates that, as of 1 July 2014, all air carriers transporting cargo or mail from a third-country airport (ACC3) to the European Union (EU) for unloading, transfer, or transit require EU aviation security validation (ACC3 certificate).

Air carriers are approved by the Federal Aviation Authority (Luftfahrt-Bundesamt).

As part of their approval, they must develop an aviation security plan and appoint and train a 'Security Officer for Aviation Security.'
