Regulated Supplier (RegL)
According to European Regulation VO (EU) 2015/1998, a 'Regulated Supplier' is a supplier whose procedures comply with common security rules and standards, allowing the direct delivery of in-flight supplies to an aircraft. The status of 'Regulated Supplier' is granted by the Federal Aviation Authority (Luftfahrtbundesamt) following the successful approval of the respective operational site.
Why become a Known Consignor?
Goods and supplies provided by an approved Regulated Supplier of In-Flight Supplies (RegL) can be delivered directly onboard passenger aircraft without additional screening, provided the secure supply chain is maintained. This ensures that your in-flight supplies reach their destination quickly and cost-effectively. In-flight supplies from non-approved suppliers must undergo a full inspection before being loaded onto an aircraft. These inspection measures are not only time-consuming but also often require significant technical effort. Additionally, there are extra costs associated with the inspection of goods. If you are delivering time-sensitive or delicate in-flight supplies that could become unusable during inspection, it is crucial to obtain the status of a Regulated Supplier of In-Flight Supplies.

The following training is required for a Regulated Supplier:

Training for security managers (in accordance with Chapter 11.2.5 of Regulation (EU) 2015/1998)

Training of persons implementing security controls for air carrier mail and materials, in-flight supplies and airport supplies other than screening (in accordance with Chapter 11.2.3.10 of Regulation (EU) 2015/1998)

General security awareness training (in accordance with Annex, Chapter 11.2.7 of Regulation (EU) 2015/1998)

Training of persons implementing screening of air carrier mail and materials, in-flight supplies and airport supplies (in accordance with Chapter 11.2.3.3 of Regulation (EU) 2015/1998)
